Read this first — two limits on these numbers.

1. This is not the whole country. Fourteen region groupings, not 60-odd regions. The eight SECAR regions were pulled 2026-07-13; the other six are older retained pulls running back to 2025-03-18. A national target needs a fresh national extract.

2. Every "days since" is measured against its own extract date, not today. The merged file stamped all retained rows 2025-07-11, which is the ingest date, not the extract date — the extracts' own day counts prove it. Real vintages were recovered per region and are shown in the region table. So "logged in within 90 days" means within 90 days of that region's pull. For SWARM, the largest single block at 6,926 disaster volunteers, that pull is 2025-03-18 — those people are 17 months less current than the table makes them look.

When did they last log in?

This is the ceiling on the campaign. A volunteer who has not signed in for two years is not going to update intent because an email asked nicely — that group needs a phone tree.

What this means for a Labor Day target

Set the denominator honestly. If the target is a share of all disaster volunteers, the never-logged-in and two-years-cold groups cap what any email campaign can reach. If the target is a share of volunteers who logged in within the last year, it is achievable with email and chapter follow-up. Pick one before the number gets quoted upward.
