The roster is complete. All six divisions are in hand, so the denominator is not a moving number and the starting line is not a guess. Of 32,396 disaster responders, 1,185 have any deployment intent on file and 1,138 have it on their primary GAP — 3.7% of the roster, against a 90% goal.

Reaching 90% means 29,156 records on file by the end of September. At that scale the campaign cannot phase its audience: every reachable responder gets the ask immediately, on every channel available — email to 100% of the roster on launch day, text to every opt-in, a one-tap link straight to the intent screen in each message, and repeats to everyone without a record until the deadline.

The data says who will answer fastest: among the 2,100 people deployed in the last 30 days, 15.3% already have intent recorded — ten times the never-deployed rate. That is where the early scoreboard numbers come from, and why supervisor call lists concentrate there first while the blast reaches everyone.

Every figure comes from a single export type — the Volunteer Connection NHQ Disaster Responder Roster — which carries the full responder universe and the intent columns on the same row. Numerator and denominator arrive in one file, so no join is required and no pivot has to be reconciled by hand.

Intent means any of GAP1–GAP3 Intent populated. Primary GAP intent means GAP1 Intent specifically, which is what the campaign actually asks for.

The spread is narrow, and that is the finding

Divisions run from 2.9% to 5.3%. Northeast leads, but leads at five percent — no division has solved this, so there is no internal model to copy. Whatever gets achieved has to be built, not borrowed.

Verified against double counting, three ways

• One export per division. Six files, six distinct divisions.
• 32,396 unique member numbers against 32,396 rows. Member Num is unique across the whole national set.
• Zero duplicates dropped by the loader. The deduplication step ran and found nothing to remove.

This cut holds across all six divisions. The blast reaches everyone on day one; this is who answers it first, and where supervisors point their call lists while the rest of the roster warms up.

The goal is 90% of the national disaster responder roster with deployment intent recorded on the primary GAP by the end of September (September 30). Here is exactly what that requires from the 2026-08-14 baseline.

How the pace gets met

Twenty-five records per region per day takes every channel at once, starting the same day: the full-roster email with the one-tap intent link, the text send to every opt-in, GAP supervisors working named call lists daily, chapter volunteer leads owning their rosters, the promotion push, and the leaderboard keeping every region's pace public. Nothing waits for anything else.

Need A Named Owner

The ask only converts if it arrives surrounded by a campaign people can see. Promotion runs the full 20 days, not just launch week.

• Leadership launch. A short launch message from division leadership on day one — why intent matters this season, what the goal is, and the one-tap link. Volunteers act on asks their leaders visibly own.
• Region and chapter cascade kit. Ready-to-send copy for region and chapter leads: the email, the text, two social posts, and a meeting slide — so every level amplifies the same ask without writing anything.
• Volunteer Connection banner. The ask on the platform's own front door for the length of the campaign, pointing at the intent screen.
• Peer messengers. The 322 recent deployers who already recorded intent tell the story — "I just came off an operation; here is why the intent field mattered." A peer voice outperforms any bulletin.
• Weekly progress email. Every responder sees the thermometer and the leaderboard snapshot weekly: where the campaign stands, which regions lead, and the same one-tap link.

Recognition converts volunteers better than merchandise, and it can start immediately with no procurement.

• Completion recognition. Every responder who records intent gets a thank-you and a campaign badge or certificate — instant, automatic, and shareable.
• The 100% Club. Chapters that put intent on file for their full deployed-in-the-last-year list join a named list on the leaderboard and in the weekly email.
• Division shout-outs. Each weekly email names the top region and the most-improved region per division — small, frequent, visible.
• End of September honors. At the finish, the top and most-improved regions and chapters are recognized in the published results — the same chart leadership sees.
• Tangible prizes — check first. Raffles, gift cards, or merchandise need a policy review before anything is promised. Recognition needs no approval and can launch today.

Forty-seven regions and 226 chapters, one visible scoreboard, updated with every roster export. The live leaderboard carries it.

• Division head-to-head. Six divisions, one race to 90%, standings in every weekly email.
• Region standings. Ranked by share with intent and by gain since the baseline — so small regions can win on improvement, not just size.
• Chapter movers of the week. The chapters that gained the most percentage points since the last export get named. Everyone can be a mover; nobody is too small.
• Milestones. Every region that crosses 25%, 50%, and 75% gets called out on the way — 90% is the finish line, not the first celebration.
